They can't be completely controlled because regardless of what someone is told to do, they always find a way around it. You can try to control someone but not
everyone is actually going to go along with it so a lot of people would try to rebel.
There are many ways to control people, fear,law,bribed and intimidation.
The only thing that the government cannot control is your beliefs and as Winston would say, "whatever is inside the six inches of brain inside your skull
Obedience plays a huge role in control. In the past, there have been multiple examples of near-total "brain washing"- nazis following orders in the holocaust,
the Stanford prison experiment, etc. I believe that if there are no consequences, people will follow almost any orders.
People can be broken.
If the govt tried to control all aspects of someone's life, they could of they had the means
The milgram experiment proved that people will obey almost anything
I think it should be less about controlling people and more about the government and the people being on the same terms
People can be controlled by others' perceptions of them
People should control the government and not the other way around

People should be controlled to the extent that their rights, health, security, success, and happiness are all important values that they have say in.
People can be controlled to what ever extent they wish to be. If they wish to have a leader that controls their life and makes their decisions for them
Any system of government is a failure, none have ever worked. Some work better than others, but they all have their downfalls. Some are better than other
Societal norms control everyone to some extent...
People should not be 'controlled'. Using the word control is demonstrating that people are thought of as a wild group that needs to be tamed.
It depends on the person and the situation. Some are willing to submit if they feel the need to conform or believe the control is justified. However, there are always individuals who resist, as can be seen through out history. Even in the Milgram experiment, almost half refused.
People can be controlled if you take away their own sense of hope and make them believe that the government is the only hope.
